A historic speech … A historic speech on the part of Teddy Kennedy would be an admission that he was completely at fault for the death of Mary Jo Kopechne & that he tried to delay informing authorities as long as possible so he and his advisors could come up with something to save face, and to persuade the authorities to look the other way.
In addition, due to his current condition, he could also announce his retirement, so that someone in good health can represent his state full time, and not act as a figurehead.
